Review Choice Demonstration (RCD) Information and Resources
New resources for Texas IRF providers
Novitas has published new resources on its website for the IRF Review Choice Demonstration (RCD) program, specifically for Texas providers (Jurisdiction H). These materials mirror those previously released for Pennsylvania (Jurisdiction L), and they include introductory information and guidance for the program.
Novitas has also announced an upcoming webinar for Texas providers at 1:00 p.m. ET (12:00 noon CT) on Thursday, December 18. This session will provide an overview of the RCD process in Texas and outline key deadlines. To register for this webinar, click here.
RCD state expansion
On December 1, 2025, CMS announced its expansion of the IRF Review Choice Demonstration (RCD) in Texas effective March 2, 2026, and in California effective May 1, 2026. IRF providers can make their review choice selection of either 100% pre-claim review or 100% post payment review on the following dates:
Texas:
- Selection period start date: January 15, 2026
- Selection period end date: February 13, 2026
California:
- Selection period start date: March 16, 2026
- Selection period end date: April 14, 2026

RCD website released
CMS recently released the website for the Review Choice Demonstration for Inpatient Rehabilitation Services and announced an August 21, 2023, start date in Alabama. Click here to access the website. CMS and Palmetto will be providing updates, reference material, and educational resources on this website in coming weeks. You can refer to this section of our website for a link to these resources as they are announced.
